Ah, I think I see the problem.
Re-reading the FAQ, it seems that user incrontabs should not be
modified directly whereas entries in /etc/incron.d can be.
I'll try migrating the incron file to /etc/incron.d instead although
changing the file directoy did seem to work, oddly enough.
